Practice Areas
Water Law
Strategic and substantive expertise in water rights, water supply, water transfers, water quality, groundwater, federal reclamation law, interacting with the State Water Board, and generally meeting the relentless challenges of ever-increasing demand in a constantly shifting and asymmetric operating environment. I always strive to be a man whose voice is respected and who drives toward solution, known to implement never-done-before systems to balance and cut through what may otherwise be seen as competing interests in water.
Public Agency Law
With extensive experience providing public agency clients with chief counsel services, where knowledge of the law must intersect with sound judgment and hard-won experience, I am always looking for ways to advance the public interest. When it comes to public project development, I have been and remain involved in some of the most significant public works projects in the state.
Endangered Species & Environmental Law
Strategic thinker with a deep understanding of and significant experience working inside the structures of the Endangered Species Act, Clean Water Act, National Environmental Policy Act, California Environmental Quality Act, and other environmental laws, coupled with the knowledge of how to bring those regimes to bear to achieve desired ends. While litigation is a last resort – and only one tool these regimes provide leaders – it can be used to effectively leverage often overlooked interests and marginalized communities.
